Enhance Industrial Capacity: Pidu District Builds hundred-billion-yuan Food and Beverage Industry

With 300 years of history, Pixian Broad Bean Paste has been at the critical junctures to enhance industrial capacity

At Chengdu National Central City Industrial Development Conference that just closed, “food and beverage”, together with “electronic information”, “automobile manufacturing”, “equipment manufacturing” and “biological medicine” were identified as the five pillar industries of Chengdu, on which great expectations are placed to “enhance the industrial capacity and participate in the international industrial division of labor in a deep-going manner”. As an important pillar of the industrial spatial layout of “food and beverage” mentioned in The White Paper on Chengdu Industrial Development, Pidu Chinese Sichuan Cuisine Industrial Park will focus on developing condiments of Sichuan cuisine such as Pixian broad bean paste, ingredients of Sichuan cuisine, liquid milk and dairy products, soft drinks, leisure and health food, deep processing of agricultural and sideline products.

Pidu District, having “the soul of Sichuan cuisine”–Pixian broad bean paste, sets the goal of “achieving cluster development of a hundred-billion-yuan food and beverage industry during the 13th Five-year Plan period”. In the next four years, how will the food and beverage industry make innovations to drive its business bigger and stronger? How will traditional industries drive innovation? How will the previous “linear growth” switch to “capacity lifting” mode? Recently, the reporter from Chengdu Business Daily walked into the Chinese Sichuan Cuisine Industrial Park to explore Pidu’s path towards a hundred-billion-yuan food and beverage industry.

Industry 4.0 boosts the growth and development of the 300-year-old Pixian broad bean paste

On the afternoon of July 3, Yang Guohua, Deputy General Manager of Sichuan Dandan Pixian Douban Group Co., Ltd. was busy working on a research program with a team from University of Electronic Science and Technology of China (UESTC). Just a few days ago, Dandan Pixian Douban and UESTC entered into a cooperation agreement, under which UESTC will provide intelligent production solutions for processing projects of choice broad bean paste with annual output of 60,000 tons and compound condiments for Sichuan cuisine.

Equipped with the first “National Enterprise Technology Center” within domestic condiment industry, Dandan Pixian Douban is the “sales champion” among hundreds of Pixian broad bean paste companies with nearly RMB460 million of annual sales revenue in 2016. Its main products include more than 30 kinds of condiments, such as Pixian broad bean paste and hotpot condiment, always in short supply.

Under current economic situation, it is that the best thing many enterprises can hope for. However, Dandan Pixian Douban sees the crisis that hides beneath the surface. Yang Guohua told the reporter, with the increasingly complex air conditions, the traditional processing techniques of Pixian broad bean paste – turning, sunning, dewing are facing challenges. How to hold the safety bottom line of Pixian broad bean paste and maintain its quality is an urgent problem that Dandan faces with. On the other hand, the traditional processing techniques require a lot of labor. As labor costs increase, production costs have gone up accordingly.

The only way to break through this bottleneck is to strive for change. Yang Guohua told the reporter, firstly, they will conduct an intelligent transformation for the existing production base. In the long run, a choice Pixian broad bean paste processing park with land area of 60 mu (1 mu= 666.7 m2 ) and annual output of 60,000 tons will be built, planned and designed according to the concept of “Made in China 2025”, forming a Industry 4.0 solution with equipment, automation, intelligentization, informatization, Internet of Things and big data covering the whole chain and realizing full control of the production process. In addition to UESTC, Dandan Pixian Douban also has established close partnerships with universities and research institutes including Jiangnan University, Sichuan University, Sichuan Food Fermentation Industry Research & Design Institute with total investment reaching RMB500 million.

The same occurs in Sichuan Pixian Douban Co., Ltd. There is always all kinds of bottles and jars on the desk of Technical Controller Huang Jiaquan with trial-produced new products in them. The company sets an output goal of 30,000 tons for this year, which has already reached the company’s maximum productive capacity. Based on Pixian broad bean paste, the company is trying to develop new ready-to-eat food products with higher value added, which is the “supply-side structural reform” of Pixian broad bean paste, said by Huang Jiaquan. Take the mushroom sauce for example, with only one ton of productive capacity every day, it has been in short supply since the very beginning of product launch, the existing production line simply can not guarantee its capacity.

Currently, the technology reformation plan of Sichuan Pixian Douban Co., Ltd. is under design, which will target the front end and rear ends of production, improve the automation level of pre-treatment and fermentation in the earlier stage and product packaging in the later stage. The annual output will increase to 40,000 tons from 28,000 tons at present, in which the productive capacity of new products will increase to 1,500 tons from 300 tons at present. The contribution of compound condiment will increase to 15%-20% from 3%, increasing efficiency and expanding capacity at the same time.

Crossover integration

The food and beverage industry of Pidu takes the lead in “transforming” to cluster development

With “Pixian broad bean paste” as the core, totally 86 industrial projects have gathered in Sichuan Cuisine Industrial Park, forming four major industrial systems, i.e. Pixian broad bean paste, compound condiments, leisure food and health food. Driven by the radiating role of the Sichuan Cuisine Industrial Park, a modern agriculture supporting base cover an area of 200,000 mu has been built, preliminarily forming an industrial cluster.

It is generally assumed that when an industrial cluster is formed, it will be able to enhance the competitiveness of the whole region through a variety of ways, such as gathering production factors, reducing costs and stimulating innovation. This kind of competitiveness is what non-cluster enterprises and enterprises outside the cluster unable to have. The enormous energy generated by the cluster will attract more high quality resources of food and beverage industry and the crossover integration will make this cluster full of energy.

Invested by Sichuan New Hope Dairy Co., Ltd., Sichuan Xinhuaxi Dairy Co. Ltd. in Sichuan Cuisine Industrial Park recorded annual output value of RMB590 million in 2016, honored as Key Enterprise of Sichuan Province and Famous Brand of Sichuan Province. It is expected to have annual output value of RMB800 million in 2017. But New Hope’s vision in Pidu is more than dairy industry. The reporter noticed that Sichuan New Hope Condiment Co., Ltd. has been registered in Chinese Sichuan Cuisine Industrial Park and its business scope includes production and sale of seasonings and pre-packaged food. According to public information, New Hope has conducted cooperation with Chengdu Jinfuhou Food Co., Ltd. in the Park to produce “Youyanyouwei” hotpot condiment. In the future, New Hope will focus on development of Sichuan cuisine condiments such as Pixian broad bean paste, hotpot condiment and compound condiment, and integrate characteristic condiment enterprises in Sichuan for national and global development.

New Hope is realizing its crossover integration through factors such as capital and market, while Sichuan Gaofuji Biotechnology Co., Ltd. is widely establishing cooperation with other food production enterprises. Gaofuji began to study lactic acid bacteria technologies in 2003. Currently, Gaofuji has more than 40 patents for invention. It obtained the first production certificate for lactic acid bacteria in China in 2010 and its products are widely used for food fermentation, health care, animal nutrition, etc.

At Gaofuji, the main building of a new plant, the pilot plant test base for modern tank fermentation has been completed, which can start production after equipment is in place. The company’s Chairman Gao Yinjiang told the reporter, inspired by the pain that the production of traditional broad bean paste depends on “weather”, Gaofuji draws lessons from the experience of soy sauce industry and leverages the company's technological superiority to develop canning equipment for the process from fermentation to finished good production.

Currently, they are commissioning Institute of Microbiology, Chinese Academy of Sciences to analyze Pixian broad bean paste and figure out which microbiological substances will have an impact on the flavor of Pixian broad bean paste and its generation conditions, so as to provide essential data for industrial intelligent production. She told the reporter that in this way, not only the food safety problem can be solved, but the production standard of Pixian broad bean paste can also be fully quantified. While preserving its unique flavor, the unique microbial resources in Pidu District are being protected and applied, and resources innovation is carried out effectively. So far, many companies have actively expressed their intention for cooperation.

In some sense, the birth of Pixian broad bean paste 300 years ago is a result of innovation, and the innovation DNA and change has been rooted in the Pidu.

Ye Jun, Deputy Director of Management Committee of Chinese Sichuan Cuisine Industrial Park told the reporter, currently, the Food Innovation Union of Sichuan Cuisine has been formed by leading domestic food experts and scholars and brand enterprises in the park. The park houses six national high-tech enterprises, 16 national-, provincial- and city-level corporate technology centers (engineering technology) and innovation workstations for academicians (experts), and 8 technology research and development platforms. More than 1,800 patents have been applied and 28 science and technology achievement awards have been received by the enterprises in the park. The park has also built 35 commercialization platforms for research findings, such as Sichuan Cuisine Engineering Technology Center for Sichuan Condiments and Engineering Technology Center for Pixian Broad Bean Paste and carried out 45 innovation projects in key technology fields of food science and technology.

He disclosed that currently, Sichuan Cuisine Park is actively preparing for setting up a microbiology research institute, is ready to start the construction of Sichuan Province Inspection and Testing Center of Condiments, and strives to build the park into a highland of entrepreneurship and innovation that leads the development of food industry in China. Centering on the industry orientation of Sichuan Cuisine Park, the park mainly attract projects concerning condiments for Sichuan cuisine such as Pixian broad bean paste, ingredients of Sichuan cuisine, liquid milk and dairy products, soft drinks, leisure and health food, processing of traditional Chinese medicine decoction pieces, deep processing of agricultural and sideline products, etc. Pidu District's goal is to achieve cluster development of a hundred-billion-yuan food and beverage industry during the 13th Five-year Plan period.

Enterprises are the main force to realize the goal. Pidu District will give lump-sum support of RMB200,000 RMB500,000 and RMB1 million respectively to enterprises that realize main business revenue of RMB200 million, RMB500 million and RMB1 billion for the first time. In the meantime, the park supports scientific and technological innovation. For establishment of new industrial technology research institutes with independent corporate legal person status that obtain approval above city-level and district-level approval, the park will give construction support up to RMB50 million and RMB5 million respectively in the form of equity participation.
